Call for a Consultant: Developing abridged versions of selected Youth Policies

Greetings from African Youth Development Link (AYDL)!

As you may be aware, AYDL is one of the leading youth-led Non-Governmental Organizations in Uganda on a mission to put young people at the heart of governance and decision-making. The organization advocates for implementation and reform of policies and laws for increased youth participation in leadership and democratic governance at local and national levels. AYDL mobilizes youth for social change and coordinates the National Youth Manifesto initiative through the Youth Coalition for Electoral Democracy in Uganda (YCED).

In partnership with Oxfam in Uganda and International Foundation for Recovery and Development (IFRAD); AYDL is co-implementing a three-year project titled Youth Empowerment and Engagement Project (YEEP) with funding from the European Union. The project targets 2040 youth (aged 18-35) and Adolescents (10-19) both in and out of school in the districts of Oyam, Gulu, Arua and Nebbi districts, with an overall goal to improve youth livelihoods and participation in governance and development processes in Uganda.

In this regard, AYDL is looking to engage a consultant to develop the abridged or condensed versions of key youth policies and frameworks. The policies to be condensed include: the National Youth Policy of 2016; the National Action Plan on Youth Employment (NAPYE); the National Strategy for ending Child marriage & Teenage Pregnancy (NSCM&TP); the National Youth Manifesto (2021-2026); and the National Strategy for Youth Employment in Agribusiness (NSYEA). The condensed policies will be used as information banks to enable youth participate in making decisions on issues that affect them at all levels.

The main deliverables are an inception report with a thorough methodology, and a work plan for the assignment; draft abridged versions of policies for revision by AYDL and Oxfam technical teams; and, final approved abridged versions of the three policies and the National Youth Manifesto. The total estimated level of effort are approximately 20 working days.

Deadline for applications is by COB Monday 20th July 2020.
